Philip W. Gibbs, president of Hamel Builders, in Elkridge, has joined the boards of directors of Howard Bancorp and Howard Bank.

Howard Bank opened in August of 2004. It has a branches in Columbia, two in Ellicott City and a new commercial branch office opening on Jennifer Road, in Annapolis.

Howard County-based Davis, Agnor, Rapaport & Skalny, LLC, announced that Mary Beth Tung, Ph.D., has been appointed by the Board of Directors of Howard County Economic Development Authority as the new chair of the Howard Technology Council.

Tung is a former biotechnology patent examiner at the U.S. Patent and Trademark Office and represents biotech, pharmaceutical, and technology companies and individuals throughout the Baltimore-Washington region.

Howard County resident Carole Conors traveled to Copenhagen, Denmark, as the head of the U.S. League of Women Voters delegation to the UN climate change convention.

Conors lead a delegation of eight League members from across the nation as official non-governmental organization delegates to the United Nations Framework Convention on Climate Change Dec. 7-18 with 192 countries attending.

She has a history of volunteering for the League as a member of the Howard County LWV. In addition to many years as a board member of the League of Women Voters of Maryland, she is the Chair of the League of Women Voters US Lobby Corps. She currently is the coordinator of the Prince George's County League of Women Voters acting from the State League.
