Betsy Retler Richardson, of Woodbine, and The Rouse Company Foundation have been inducted into the Greater Baltimore Medical Center's Joseph S. Keelty Society, which recognizes philanthropy to GBMC HealthCare and Gilchrist Hospice Care with cumulative gifts of $250,000 or more.

The Center for Business and Technology Development, in Columbia, has announced that Mary Redmond has been appointed as the business counselor for the Maryland Small Business Development Center's satellite office at the center.

The Woman's Giving Circle of Howard County has elected the following officers: Buffy Beaudoin-Schwartz, chairwoman; Mary Ann Scully, vice chairwoman, and Cynthia Taliano, treasurer. Syntonics, a Columbia-based company and a graduate of the Howard County Center for Business and Technology Development's NeoTech Incubator, has developed a low-profile vest antenna that helps safeguard military radio operators from identification by enemy snipers. The vest antenna was developed in response to an e-mail from an Army sergeant stationed in Baghdad, Iraq.

Cindi Arnold, of RE/MAX 100 in Columbia, has earned the EcoBroker Certified designation after successfully completing a comprehensive training program on the energy and environmental issues in residential real estate. She is the only EcoBroker in Howard County and one of a handful in the state.

Ascend One Corp., a company that helps consumers break the cycle of credit card debt, has promoted Joe Kotula to senior director of marketing; Judy Bluhm to director of project management, and Jean Elias to director of online marketing.

Judy Templeton, clinical supervisor of Family and Children's Services' Healthy Families Howard County program, has won Soroptomist International of Howard County's 2008 Making a Difference for Women Award. The award honors women who have made extraordinary differences in the lives of other women through their work or volunteer activities.

Joseph Murray Sr., of Columbia and community relations director of Ascend One Corp., also in Columbia, has been appointed to the Governor's Commission on Service and Volunteerism by Gov. Martin O'Malley.

The Horizon Foundation has announced the winners of the Fifth Annual Horizon Foundation Awards: Robert Duggan, co-founder and president of Tai Sophia Institute, in Laurel, the Richard G. McCauley Leadership Award; Howard Community College, the Health Education Award (to be accepted on behalf of the college by Sharon Pierce, college health services chairwoman); Leadership U, the Connections Asset Development Award (to be accepted on behalf of the organization by Krysta Huxford, youth program director); and Margaret Browning, anti-smoking advocate and cancer survivor, the Community Appreciation Award.

Medisolv, a graduate firm of the Howard County Center for Business and Technology Development's NeoTech Incubator has hired Ken McCormick as the vice president of client services.

Audacious Inquiry, a management and technology firm in Howard County's Center for Business and Technology Development, has announced that it is serving as strategy and project management partner to the Chesapeake Regional Information System for our Patients, a nonprofit joint venture to promote health information exchange in Maryland. The partnership will be supported by $250,000 from the Health Services Cost Review Commission funded through the hospital rate-setting system.

Centennial High School principal Scott Pfeifer is joining the Maryland State Department of Education to head its high school assessment and reform efforts. Pfeifer replaces Daniel Cunningham, who has been head of the Instructional Assessment Office for 18 months. Cunningham is retiring after 33 years in Maryland public education and joining the staff of the College Board.

The Board of Trustees of Howard Community College have elected James Truby as chair, effective July 1. Truby, who currently serves as vice chair, succeeds Dr. Patrick Huddie, whose two-year tenure began in 2006. Current board member Katherine Rensin will replace Truby as vice chair.

Joan Driessen has joined The Association of Community Services as its new education and training coordinator. In her new position, Driessen will be responsible for ACS' training programs, including ACS' annual conference. She will also coordinate many of ACS' monthly general meetings.

Atlantic Industrial Inc., based in Columbia, has been acquired by The Brock Group, an international provider of specialty services based in Houston. Atlantic's operating subsidiaries, Atlantic Scaffolding and Atlantic Plant Services, will continue under the leadership of Craig Kaple and Darryl Schimeck, who will report to Michael McGinnis, president of The Brock Group.

Howard Community College has been selected as the only Maryland recipient of a grant from the National Foreign Language Center at the University of Maryland to begin a new program, Startalk, aimed at increasing the number of Americans learning critical need languages.

Rosa M. Scharf, senior vice president of Howard Bank, has been named one of Maryland's Top 100 Women for 2008 by The Daily Record. With more than 20 years of commercial lending experience, Scharf joined Howard Bank in 2004, as a vice president and relationship manager.

Merkle, a database marketing agency, has relocated its corporate headquarters to the Columbia Gateway corporate business park. A recent hiring initiative and the addition of many new Fortune 1000 clients were the primary reasons behind the company's relocation from Lanham. The new headquarters was developed and constructed by Manekin.
