A Maryland Transit Administration officer has been charged with raping a 15-year-old Elkridge girl, court documents show.
Donald Brown, 37, of 300 block of W. Fayette Street in Baltimore, has
been charged with first-degree rape, assault and kidnapping, among
other charges, in connection with the June 20 incident. He was arrested
June 24 and is being held on a $500,000 bond.
Howard County police learned of the alleged rape from a foster home
case worker, who reported a sexual assault. The 15-year-old told
police she was riding on a light rail train, when she got lost in
Linthicum, according to charging documents. There, she asked three MTA
police officers if she could use a phone to call home. One of the
officers, who police now believe is Brown, let the girl use his phone
and then offered to take her to a police station to help her, the
documents state.
They road the light rail to the Lexington Market stop, then got out,
and the officer led the girl to a 17th-floor apartment and locked the
door, charging documents state.
"He then asked what she would do to get home," according to the police report.
The officer began to touch her, but she told him "no,"
which made him angry, the girl told police. But since he was wearing a
gun belt, the girl said she became nervous and complied, charging documents state. Brown and the girl then had sex in the
apartment's bathroom, during which time the girl noticed his name tag
said "Brown," police said.
Afterward, Brown gave the girl $25 with a piece of paper
that had the name "Donald" on it and told her to leave, according to
charging documents.
She did not report the incident for four days and declined to take a
SAFE exam when offered by police, according to the documents.
Officers were able to confirm several aspects of the girl's account.
They confirmed that a "Donald Brown" is employed by the MTA police and
that he lives at the building identified by the girl, police said. The
girl also picked Brown's photo from an array of suspects, police said.
Brown has a preliminary hearing scheduled for July 21 in Baltimore City District Court.
