Donald J. Carroll, a resident of Columbia for more than 40 years, died Sept. 14, 2008, of cancer, at University of Maryland Hospital in Baltimore. He was 70.
Mr. Carroll was born in New Jersey in 1938 to Margaret O'Neal and Charles Carroll. He earned a bachelor's degree from West Virginia Wesleyan, a master's degree from Rutgers University School of Social Work and a doctoral degree from the University of Maryland.
He was employed as a professor at the University of Maryland and worked as a social work administrator at Patuxent Institution, totaling 43 years of service for the state of Maryland.
Mr. Carroll, a longtime member of the Democrat Party, was active in Howard County politics, and concerned with social justice and local activism. He was a member of numerous community and professional organizations, including Friends of Latin America, Howard County Democratic Club and National Association of Social Workers. He also ran for Howard County public office and village boards in the early days of Columbia.
His first marriage to Peggy Cunningham ended in divorce. He married Francine Sheppard in 1986.
In addition to his wife of 22 years, he is survived by two children, two stepchildren and seven grandchildren. A service will be held Nov. 1 at the River Hill Community Center in Columbia.
